Update issue from commit comment

Type a YouTrack issue key with a hash and any command in a commit comment and have it applied to the mentioned issue. All changes will be made with the committer's account. For example, type #JT-33533 fixed star Tom.Jones to fix issue JT-33533 and add Tom Jones to the issue watchers list.
