Post SVG: every line double

Hello everyone,

I am printing the following image.
http://4vector.com/free-vector/world-map-clip-art-108029
(you can download it for free, at the right: download this vector for free).

My polargraph is printing every line double. I turned the image in inkscape (because I can only print on A4) and used the polargraph-optimiser.

Question:
Is this because of the svg-image?
Is this because of this: http://www.polargraph.co.uk/forum/polargraphs-group2/drawing-techniques-forum4/vector-double-lines-thread331/
How can I prevent this from happening?

Thank you in advance.

The SVG simply has double lines. Each country outline in it is a black shape, with a white shape laid on top, inset slightly. The way I would fix it would be to select all shapes that are solid white and delete them, can't quite figure out how to do that in inkscape, but IT CAN DO EVERYTHING so I'm sure it's possible.
