A mixture of PVA glue and water (thin enough so that it is easy to paint on or wipe on with a paper towel) This depends a bit on the glue itself, some people suggest 1 part PVA glue to 2 parts water. And goes up to 1 part PVA to 10 parts of water. Paint or wipe it on and then let it dry overnight, this will leave a thin film of PVA.
